It's based on both.
Jokic is one of the best shooters of all time and one of the best post players of all time. He is elite everywhere, basically a bigger version of Larry Bird...so of course Jokic is on here.
Jokic is at like 28ppg on 61 TS% for his playoff career, which is almost 100 games deep.

Even Magic, who isn't known as a perimeter scorer, at least become elite at free throws.
