Only explanation that I could think of would be that she was drunk/drugged up and passed out in the chair. Then the Tattooist gave her the tattoo anyways because he didn't want to have to give back the money(it is illegal to tattoo someone who is passed out if I remember correctly...)

BS. She would have definitely felt some pain on some of those stars (those on the forehead, chin, back of the cheek). Only way she could have fallen asleep was if she was extremely drunk, but you can't get tattooed if you're intoxicated, at least if the guy doing the tats is responsible. I think it might even be illegal. Besides the obvious reason (you're drunk so you might regret it later), there are a lot of risks. You'll bleed a lot more and it'll be a mess.
