Can you smoke Hookah on the beach?

If all I wanted to smoke in my hookah was shiisha-flavored tobacco- isnt it legal to smoke it on the beach? It is similar to smoking a cigaretter or tobacco out of a pipe, which is legal to do on the beach

yeh thats where i got in to shiisha, i used to live in Cairo for 2 years of high school and me and my friends would go to shiisha bars every day after school only 5 egyptian pounds for a shiisha, thats only like $0.80

its not illegal I am absolutely sure, im just afraid dumb beach cops will see me and my friends smoking a pipe and assume its a bong

i mean its just tobacco smoke i am afraid some stupid mom will complain, but if cigarettes and cigars are legal on the beach then shiisha should be too, all it is is tobacco with molasses and flavor, i just want to be sure it isnt against the law i dont want my pipe stolen by the cops
