Yup, they do. I think Josh Smith's one (http://www.youtube.com/watch?v=wHzGTlUk71Y&feature=fvw) is quite far from being at rim level, for example.

As he's putting the ball through the hoop, his head is at about the same level as his hands... and obviously his hands have to be above rim level to put the ball through the hoop.

Head is definitely at rim level.

Same with Javelle McGee. Actually, a lot of the 6'9-7'0 guys are up there. I'm pretty sure I've seen Durant fly in there and be eye level once or twice. Personally, I think Shannon Brown is the most impressive. 6'4 with stupid hops and his head is usually right at the hoop.
