The arguement of per capita doesn't hold water when discussing the U.S. First off, in our system, almost 40% of our citizens don't pay ANY taxes. Secondly, this Country doesn't enforce immigration laws, and in fact subsidizes child birth. The population of this Country is continuously expanding (more like exploding), and the majority of these new "citizens" (i.e. illegals from foreign countries) don't pay ANY taxes. This is a major reason that despite having a larger GNP/GDP than other nations, our forein aid per capita is significantly lower. To be honest, Vd Vaart is one of the more down to earth/honest/kind guys on the team. And he's pretty smart and well-spoken, so I wasn't really surprised.
