I'll agree with this much of it. In Asia a lot of women are at this level, the Lucy Lius and Maggie Qs are very average if they were to return to their own country, the ones who make it in the West are often ones with a more extreme Asian look (Zhang Ziyi, Bai Ling) or ones that are very Western looking (Tia Carrera and most Asian/American pornstars).

The girl in this thread IS very beautiful, but she is the epitome of Asian beauty (light skin, very thin and big eyes - what Asians dig most). A lot of Westerners might not dig it.

In my experience though, cities like Tokyo, Taipei, Seoul and Shanghai are crawling with hot chicks, while Bangkok and Manila have their share too, but due to being poorer than the above cities a lot of the girls haven't quite put their look together yet (style and fashion limitations). Ironically Singapore, a first world city, does not have so many hot chicks.

Don't sleep on Asian women (check that, do so if you can) they have solid fundamentals and can look amazing.
