I live in a 3rd world country whose conditions i think are not as bad as some of those african villages, but a 3rd world country nonetheless. I had volunteered in a hospital which caters indigent people from poverty stricken areas. I even volunteered to help special children and elderly people who were abandoned by their guardians and/or relatives. Maybe that's the reason why i never found retard jokes to be funny as well. So yeah, i think i can see why some people might find it offensive and some dont. It's a joke, i get it. Most jokes make others laugh their ass off at the expense of others. I think unconsciously, that is part of why it's funny in the first place.
