No it's not, it's a team/coaches dependent rule.

yes it is. i see referees tell players to do it all the time before they give them the ball to inbound. during play, they will not stop play obviously to tell them to tuck it in but during dead balls, players are required to tuck in their jersey

It's a rule, and it is for safety reasons if I recall correctly, I've witnessed it myself seeing a player getting his finger stuck in a guy's jersey and he dislocated it badly.

Yeah it's a rule, i've seen a finger badly sprained by a jersey (not dislocated) but that's why, fingers can get caught.

When I used to play soccer, I was told tucking in our jersey would make it easier to see if the opposing player would be pulling on it/obstructing our movement so the refs could call a foul.

Why wouldn't you want to tuck your jersey in?I always thought an untucked jersey looked kind of cool. I'd tuck mine really loose early on in high school so it might "accidentally" fall out during gameplay. Sometimes I'd rock the full untuck, other times just the flair out the back. But yes, it's pretty much a rule on all levels. If my jersey became untucked, it was just a matter of time before I'd be ordered to tuck it back in by officials. The NBA has always been similar.
