Sorry my man, but that's exactly what it is. Paul anticipates contact, when the player avoids him he still drops to the ground anyway without any contact. Call it a flop, a dive, whatever you like, but the league really needs to fine people for this. Tonight seems like the refs finally weren't falling for these flops.

To be 100% honest. That Evans flop was very obvious and terrible. But in the case of Chris Paul, there's a big chance that he didn't mean to flop.
