But why 23?

In Football/Soccer at the Olympics, the rule for a team's whole squad is only players who are 23 or under apart from 3 players who can be any age.

I hope the rule doesn't come into effect for Basketball, considering international matches happen a lot less often than for Football, who have international friendly matches throughout the year. It's once in a blue moon you get to see a team of all-stars come together (ASW aside of course) and play together. Not excluding teams not from the US!
