Kinda. I've had good and bad experiences with it. I'd like to say I've had more good experiences than bad. It's kind of like a mail-order Craigslist, I'd say, and the website takes no accountability for sales that screw you over. Those you'd have to take up with PayPal if you used it. For instance, I bought a set of DVD-R's of some old comics, and the dude never responded to my mails or sent me a legit tracking number until I filed a dispute with PayPal. It took around three to four months for him to finally send me my order. One time I ordered a rare TV series and never got the DVDs or refund, even after being told that a refund was being processed.

Look for people who have a lot of positive feedback over the span of years. Those sellers I've never had any problems with, and I always got my orders quickly from them. If they have feedback that's only a couple months old or none at all, avoid them like the plague.

I like iOffer because you can find a ton of rare stuff on there, but you take your chances with it, and unlike something like eBay, there's not much quality control.

Just make sure whoever you're buying from has a lot of old and new feedback. That's probably the only way to check how legit someone is. If you're getting DVDs though, just be aware that unless otherwise stated, they'll be in plain white slips and probably not even labelled.

Some of the sellers have star ratings and 1000+ reviews though?
