Claiming that playing for certain teams influences public perception/ranking != claiming that it determines your ranking. Kobe would be an all time great, playing for any team, because he's one of the most talented players we've seen. However, if he spent his career in a smaller market, and/or on a badly managed team, it's unlikely he'd be ranked quite as highly as he is.
There's no reason to single Kobe out though. Every player is partially at the mercy of forces outside of their control. All of the most highly regarded players were lucky, in some ways.

Yes, in a team sport, your ability to have success depends a lot on your teammates.
And your ability to be looked upon as great by fans and the media has a lot to do with where you play (just look at Russell Westbrook vs Derrick Rose...similar players, but Rose is heralded much more than Westbrook).

There's a reason he's outlasted several generations of players including Iverson, Vince, T-Mac, Ray, and now Wade, Roy, etc. He's a damn hard worker and a damn good player.
