Kobe would be an all time great, playing for any team, because he's one of the most talented players we've seen. However, if he spent his career in a smaller market, and/or on a badly managed team, it's unlikely he'd be ranked quite as highly as he is.

There's no reason to single Kobe out though. Every player is partially at the mercy of forces outside of their control. All of the most highly regarded players were lucky, in some ways.
