Pretty obvious that he wasn't a legitimate all-star caliber player yet. He had the individual skills and ability from the moment he entered the league, but at that point, he was coming off the bench and there were a lot of players playing better in the league.

Kobe probably was amongst the most popular at the time though. At 19 he was one of the best bench players in the NBA and playing for the Lakers helped, he was the youngest All-Star in NBA history, he was runner-up for 6th man of the year (http://articles.latimes.com/1998/apr/24/sports/sp-42662)and already showing reason to believe the hype that was on his shoulders. He put up 15.4 ppg which was the highest of any non-starter in the season. He played more minutes when the Lakers "played small", which would feature Kobe playing small forward alongside Eddie Jones/Nick Van Exel who he would usually back up , and he had several games when he saved the starters.
