Photoshop Painting Filter?

Anyone know the filter that makes digital photos look like brush art/paintings/cartoonish. Similar to this:

I haven't messed with Photoshop in a while but I don't think they have a filter for that. At least not the version I was using.

Looks like a few filters.

Try duplicating the layer then use plastic wrap and then change the layers blend mode to overlay or hard light.

Under the filter menu go under the sharpen and select unsharp mask.
