I'm not trying to be an ass, but it might help if you mention what type of bike you're looking for? Harley, Crotch-rocket, etc.

do you have riding gear or do you need to factor that into your 3k?

As mentioned earlier what style of bike makes a difference:
Dual Sport Adventure (street legal off road/on road dirtbike)
Cruisers
Sportbikes
Area where you live, Number of CC's, Motorcycle experience, Motorcycle license, driving record, number vehicles on your policy, will you be a member of a motorcycle club, liability only or full coverage, year of motorcycle and mileage
All effect your insurance rate.
$3,000 for insurance, vehicle, riding gear etc... can be done but you will be significantly limited.
I live in NYC and own a dual sport and sportbike. The way the streets of NY are a dual sport bike is the best option most days. You dont have to be concerned with bumps and potholes where on my sportbike its a little more dangerous especially at high speeds. I will vouch for a KLR 650 anything after about 97' because its one of the few dual sport bikes that is liquid cooled as opposed to air cooled. Liquid cooled you can do long trips and traffic isnt a concern just for easy explanation. You may be able to find one with in your budget.
As far as any other bikes you would have to give more additional info. There are too many factors for people to give options.
First thing though get a motorcycle license if its required where you live and take classes to decrease the insurance rate.
I wish I lived in an area where I can ride all year round. Its WAY cheaper transportation, significantly faster to get around and easy to park.
I would never drive a car unless I had to carry things or people.

see, my eye is ignorant to bikes, I wouldn't even have a close idea why, what makes a bike look good or bad

it's all preference, if you like how it looks that's fine and a lot of others would too, I'm not a fan of racing jap style bikes I like the older more vintage looking bikes

Ninja's are so ugly
That's such a blanket statement. No specific year or body style....
The newer ones sportbike performance with more upright comfortable position.
I personally like streetfighters (Renthal Bars on sportbikes among other changes).

get a used bike to start off with. yamaha r6 or cbr 600 are easy sport bikes to learn on. budget yourself for riding gear as well.

Although most people do suggest a 600cc to start with. Any motorcycle is dangerous regardless of CC's. I've seen enough people whiskey throttle bikes and scooters into walls and other vehicles.
The chances of you finding a worthwhile 06-09 R6 for $3000 is unlikely.
If you know someone with an older bike or something to ride so you get accustomed to it would be my suggestion. I dont think a newer bike is the way to go personally. Most people go down often in the early stages of riding. You dont want to dog a newer bike especially if you barely have a budget for a good bike.
You will be upset rashing or cracking your fairings etc.... Bikes are not cheap to fix.

You could maybe find a 2002 R6 for about that much. I sold 2004 Honda F4i mine for 2,900 (bought it for 3400). The mileage obviously effects the price. Mine had like 24,000 miles.

A little background, I am trying to get a bike to build and slightly modify to ride and I have a best friend that is in your situation. We want to get something cheap just to ride and get around places. Don't let money limit the freedom you have to ride a motorcycle. This is mine and his philosophy. Seeing that your budget is small I can chime in what little and much knowledge I have on this.
Here is what I suggest and it's cheap. Our plan is to buy a cheap Jap bike and modify it to your liking. I don't know if you are mechanically incline or not but if not, you can still get a lot of good Japanese bikes out there.
I recommend the Cafe Racer especially any bike from Honda. A lot of these bikes I am going to show you below may exceed your price range but a lot of them fall into that ballpark and you get a vintage running piece of art rather than those Johnny Come Lately crotch rockets.

You can probably find one for under 1k or a good one for 2k and customize it to your liking. Much more comfortable and easier to ride.

I dont see how you can say a Cafe Racer is more comfortable than a streetbike. Cafe racers handle bars are just as low if not lower than some sport bikes. Although I like most style bikes and I think cafe racers are cool especially when your in a cafe racer club and they do those long trips its not more or less comfortable.
street fighters are along the same lines of a cafe racer in the sense you can create them. street fighters next to cruisers are the most comfotable to ride IMHO. street fighters is about you creating your own look for your bike.

That is a nice @ss bike as it is and with slight mods, that thing would be rad.
Like I said, I'm not a hardcore biker but I appreciate vintage motorcycles for it's art.

me too, I don't have a licence but I've always planned to get one and never gotten around to it. I like looking at the old school bikes though. Every time a thread like this comes up or one of my mates who rides talk to me about bikes I start looking on bikesales and wanting to buy one again, I'd probably go for a honda like you mentioned to start. Some of them look really nice and old school and are cheap to start on and fit the requirements for a learners bike here in australia.
