Camera suggestions?

ish folk, i need help in purchasing a digital camera for my younger brother. i was originally going to get him a ipad mini, but dude said he wanted a really nice digital camera.

now i don't know shiet about camera and photos, all he asked was that he wanted it to have rechargeable batteries or be charged straight to the wall outlet.

ive heard a great deal about dslr cameras. how long can it record videos? im not familiar with this type of thing so if yall can help me out. budget is $300, so i wanna buy the best camera i can buy for that much or lower. fankz
