Possibly technically (with the BS way the NBA has called changes in recent years), but I don't believe this situation should be called a charge. Millsap only sets his feet as Lebron is going up for his jump already. Ideally, the NBA should only call a change if the defender is set PRIOR to at least the second of the offensive player's allowed 2 steps before a layup/dunk/pass.
