The exact reason to go to Rio. I don't really see how this is even debate. A westernized, tourist city in Mexico, or a massive city full of new culture, food, language, etc. in Brazil... Dude, it's Rio 100%.

Never been to Cabo, but Rio is just awesome, beautiful city with a lot of hot women. I dont think language will be much of a problem, i am brazilian and most of the people i know, know how to speak basic english, i mean you aren't going to have deep philosophical discussions with people anyway.
If you go to Rio i suggest picking a hotel in Ipanema or Leblon, they are more expensive buts thats where all the fun is. Kidnapping also isn't a real risk, its robbery you should be worried about, but you just have to pay attention to your stuff and you should do well.

I personally prefer using the credit card, i have lived here all my life and my card has never been cloned. I know it may just be luck, but i feel that its safer to get your card cloned and then cancel/get reimbursed than walk around the city with a lot of cash in your hands.
Though its good to always have around 50 reais with you, just in case you are robbed. You dont want the robber getting mad at you for not having any cash :lol
