Kamehameha hurts a little bit more than hadouken, but it's really close. Both could be 1a and 1b.

I'd say it depend on who's doing the hadouken. Someone hadouken me before and I didn't feel a thing.

From a professional fighter, If sagat punched you in the head your head would explode. A haduken is like a medium strength punch with range. Unless they do that special power up hadouken, that would be like getting hit by a bus
