Dikembe Mutombo (twice), Alonzo Mourning (three times), Ben Wallace, Theo Ratliff, Emeka Okafor, David Robinson, Josh Smith, Shawn Bradley, Vlade Divac, Andrei Kirilenko, Samuel Dalembert, Michael Olowokandi, Bo Outlaw (only included because he was actually a solid shot blocker), and 7'2'' Frederic Weis (who was a scrub, but Carter cleared him altogether, so it almost evens out).

Carter seemed to have no problem with dunking on, around, over, or through defenders throughout his career. If he was primed at the same time as Patrick Ewing, Mark Eaton, and Hakeem Olajuwon, I trust he would not have objected to challenging those guys like he did Deke and Zo.

In terms of moves/style/power/elevation, of course he wasn't, but it's a very tough argument as to who was better at completing an improbable dunk on a shot blocker. Both were excellent. My heart says Jordan wins but I'm smart enough to know my own bias.
