Dbz is a lot older than that
Phineas and Ferb is pretty fricken good, especially for a kids show. The comedy on there is really well done. South Park is #1 for me.

only counting what they've done in the 2000's, Simpsons was the shit in the 90's but fell off a little imo
I loved the first couple seasons of Family guy and think they are better than what they've put out since they were brought back.

I never could get interested in DBZ, not sure if I ever gave it much of a chance as a kid.

It fell off a damn cliff. It went from brilliant to absolutely wretched.

Hmm...there's a lot to name. I'll just divide it.
Anime:
Monster (still watching)
Death Note
Samurai Champloo
Full Metal Alchemist
Paranoia Agent
All of them were epic stuff. I can't decide which one is better than the other.
But anime movies:
Sword of the Stranger-KICK ASS movie! It's my favorite anime movie.
But the rest are good like:
Anything done by Satoshi Kon with Tokyo Godfather, Millenium Actress, Paprika (the original Inception).
Anything done by Hayao Miyazaki period.
The Girl Who Leapt Through Time
For US cartoons, gotta be:
Justice League/JL Unlimited (my favorite)
Boondocks
X-Men Evolution
Avatar Last Airbender
Samurai Jack
Star Wars Clone Wars (one of my personal favorites. Those 5 min clips of pure Star Wars action. Better than the prequels).
US movies:
Anything done by Pixar

In no specific order:
Justice League
Naruto
Naruto Shippuden
Avatar The Last Airbender
Death Note
Star Wars The Clone Wars

South Park has maintained an incredible level of quality.
Archer has been brilliant during it's short life.
I was a huge fan of Aqua Teen Hunger Force's absurdism during it's short span.
Like Kungfro apparently, I loved the little watched Home Movies.
And Sealab 2021 may have been my favorite of all the early 2000's Adult Swim stuff.

I enjoyed that too.
Movies brings in an entirely different dynamic. Up, Toy Story 3, Wall * E are all great movies on their own.

Spongebob had a high peak. The first couple of seasons were absolute classics.
IMO South Park.
In general, probably Spongebob.
