The Hawks without Horford are better than the teams you listed (those are some of the worst teams in the league!), but ARE a bad team (Millsap as first option and Korver and Teague as the secondary options, DeMarre Carroll and Pero Antic getting HUGE minutes, and they had a HUGE losing streak after the ASB)... and this isn't the first time a bad team has made the playoffs. 94-95 Celtics, 95-96 Kings, 96-97 Clippers, 03-04 Celtics and Knicks, 08-09 Pistons (the Iverson year), 10-11 Pacers, last year's Bucks, etc. The Wizards aren't really a bad team anymore like they were the previous 5 seasons but they still aren't second round caliber, and especially ECF caliber if they beat the Hawks (a Wiz/Heat ECF?), considering that the Pacers don't come back and win the series. The Wizards will likely be in the playoff mix for a while but them in the second round and ECF at this stage would be bad for ratings as nobody would take them seriously against Miami, even though Wall and Beal could probably win a game or two against them. Wiz/Hawks would be interesting, but then it sinks in that one of these teams will be one step away from the FINALS... nothing against either of these teams but I do see the OP's point.
