Also, Sterling is still the owner of the team.

The penalty was just (yes, for a billionare it is "just" 2.5 mill) a 2.5 million dollar fine and a threat by Silver to do whatever he can to make sure Sterling owns the team.

So the warriors could still do their protest if they really wanted.
