Yes exactly what everyone's been waiting for a Batman series without Batman.....

I'll admit it looks interesting, and as much as Jim Gordon is an interesting character what exactly will set this apart from every other police procedural?

These mostly match my thoughts. I think the only thing that can separate it from other police procedurals is the villains. Most police procedural shows don't have villains in the traditional sense, they have a killer that will be there then gone. I think this will be closer to the Blacklist than anything.
