Bulls might be better on paper but it depends A LOT on Rose being fit.
Even if he is fit, there's no guarantee he'll be the same player.
Wizards have
Wall - gets better every year. Future superstar.
Beal - elite shooting guard/doesn't demand ball
Ariza - solid all-round player. He could be 6th man or play the 3 with Melo at 4.
Nene/Gortat - very good front court.

If the Bulls amnesty Carlos Boozer, the starting point for the cap room they could offer Anthony, according to league salary sheets, is $13.8 million. To even get there, they would have to renounce free agent Kirk Hinrich (and lose his Bird rights) and trade their first-round pick and the pick they are getting from Charlotte (which together would amount to another $2.7 million on Chicago's books).
Make a long story short, Melo would be leaving 45 million on the table over the five years if he left New York. The most Chicago could give him once they gutted their roster is 4 years close to 86 million.

He won't get it soon in Chicago. The players I mentioned above wouldn't be the only ones they would have to get rid of for cap purposes.

washington would be an ideal fit imo
melo needs a quality backcourt to reduce his ball handling and playmaking responsibilities. in new york he's expected to do too much and he's clearly got a trust issue thanks to the knicks shitty roster. wall and beal have enough outside shooting, passing ability, and chemistry to plug melo in and work seemlessly
plus the wiz bigs are great outside shooters giving him space to operate in the paint. not sure what gortat's status will be next year tho
i like the fit way more than the bulls, the lakers, the rockets, just about any team that's been rumoured to have interest
but is there any chance this happens? or is this just hypothetical and the wiz are incapable of offering him a contract he might accept? and yea the other issue is would melo accept... who knows whats actually going on in his head lol

And if you say Bulls is risky cause of Rose's health, what about Nene's? He's always hurt.
