Stuff like Zoolander, Crank, Bad Santa, Horrible Bosses, Kick Ass, Austin Powers, Shaolin Soccer... just movies that are filled with humor for the most part, whether they are action packed or not is irrelevant.

Looking for some time wasters to... er, legally obtain for my collection.

I would also like to add Wild Things.

I know it's not a comedy, but there are scenes in that movie where Kevin Bacon just explodes with anger and it's hysterical to watch and Bill Murray also adds some humor. Also has nice sex scenes. Pretty enjoyable film.
