Why not just call the police and say hey theres this psycho ass kid planning to murder people.

They cant arrest him, they have no evidence. Being creepy isnt enough reason for arrest. Eventually he would be free and go through with it anyway. You would need another plan.

Yep, turning him over to the police would do no good since he would be free again anyway.

About not feeling remorse about killing him, if you killed him before he has done anything you are technically killing an innocent person. Who knows if your presence would have led to a sequence of events changing history and ultimately making him change his ways?
