Why does France have so much football talent and England doesn't?

I don't even think a single English player would be able to make the France starting 11.

France is also hardly close to being one of the top football nations right now, but they are still very talented and deep at every position, compared to England who are untalented and shallow.

So how did this talent disparity appear? The French like football but they aren't insanely passionate about it like the English, so why are there so many more talented French players then English players?
