He was probably confused as hell that he could get arrested at his home for being seen driving a car with open bottle in his car. It sounds ridiculous for me aswell. In Lithuania you either get arrested at the wheel with definitive proof or you don't get arrested for drunk driving at all, unless you caused an accident, then ofc it's more complex.
