Cube and KRS can be switched by a handful of others tho. Those are rappers that had relatively chart success along with impact but more importantly SKILLS at an all time consistent level.
I'd have no argument with swapping KRS with 2Pac. I can even replace Cube with Kane.

2. Big L (#1 if more material existed)
3. Cassidy (freestyle)
4. Mos Def (one of the most unique NYC MCs in the late 90s/00s)
5. Biggie (mostly due to beats and rhyme, lyrically overrated)

I think Big L would have eventually become more commercialized or he would have had the same success as Nas. Maybe not as much money but large name recognition. Nas has said on file that Big L had ridiculous talent and it used to scare him that he had to compete with him. Jay Z always had respect for him and he nearly signed him (got killed before he could).

Ma$e destroyed Big L in every session they had together. People hate on Mase cuz he sold 4 mill but back when he was Mase Murda he was technically the most skilled rapper on the planet from 1994-1997.

....I liked 94-97 Mase a ton. A lot of the up and coming late 90s Harlem rappers had a ton of talent. They still produce great "street" rappers. Heck I didn't even mind him in the early 2000s although his style changed.
But no to the bolded.
