If the rocket attacks were even marginally effective, then it would be understandable for Israel to attack Hamas militant hotspots with some resulting civilian casualties. However, the principle of proportionality is lost on the Israeli forces.

it's not neutral civlian territory, if you as a Palestinian allow Hamas to launch missiles from that spot
