Resident Correctional Officer here, until the operation is completely complete they have to go to their birth gender. I've worked at a male prison and now at a female prison. Had a male come in to the male prison, with big ole fake titties and a dong.. once he gets everything else chopped off, he'll/she'll get switched over to a female prison.

This is actually a problem that is quite common. There are a lot of transgender women who are escorts and are involved in drugs so they do get arrested quite a lot.
