What happened was, they signed Clive Owen for so much money, Cinemax couldn't afford to pay any other name actors because of the salary cap...I mean, the production budget.
If Clive Owen cared about putting on a quality show, he would have accepted less money to sign other actors, or he should have accepted less money to go to AMC. AMC cares about quality and he could have paired up with Jon Hamm or Bryan Cranston, but obviously, Owen is selfish and greedy. He'll never win an Emmy this way. Career loser.
