The 91-93 West was more competitive than the 91-93 East.

1991: Three 50 win teams in East and Six in West
1992: Both even at four 50+ win teams
1993: Three 50+ win teams in 93 East compared to four in West

So 2000-2002 West wins by default.

There were some legitimate super teams battling at that time. Along with Shaq-Kobe, the Spurs had recently won a ring and both Portland and Sacramento put together Super Teams with some of the deepest rosters we've seen since the 60s.
