How come I can't neg people?

Every time I try to send reputation out it ONLY gives me the option to "approve post" :biggums: Is this happening to anyone else?

I've been reading some pretty stupid posts today and i can't even neg people. Christmas came early for some of you fools

Not 100% certain but I'm at 208 rep pts & 3 bars. Maybe each 100 rep pts leads to a green bar?
