Black people are no threat to White people. Blacks, as well as other minorities such as Asians and Muslims are more at risk than white people. White people have never been through those struggles, they arent people that stand out. If a white person was being made fun of in Africa, they would feel like a outcast. A white person being made fun of by a black person in America, the white person is the majority and a "native". They have a level of security the minorities dont have socially.

When you are the minority you feel a lot more vulnerable to mistreatment so any notions that reinforce the divide in races towards black people, like black jokes, it is obviously more offensive because black people are a minority. Their place in society is not as secure as white peoples. Being black is a big part of their identity, whereas if they were living in Africa being black wouldnt mean much since the majority is black anyway.

If a white person living in a predominantly black place, and knowing that there are certain elements of the population that hate you and stereotype you, was to hear racist white jokes they would feel the very same why.
