It doesn't have to be in the US. UK could be a big target since so many ISIS fighters are from there.

ISIS is not part of Al Qaeda and they are constantly feuding so why pick that date?
ISIS's declaration of a caliphate means they feel they are bigger and more important than Al Qaeda.
Perhaps another Islamist group could choose to do something, but I think ISIS is not going to do anything. Also they are going to be pretty busy in the next few months.

If I were running any organization, I'd want to make it a rule to not have dozens of my senior leaders congragating in a room adjacent to a bomb manufacturing workshop.

The story also mentions that this was one faction of that organization and that they were thinking of joining a more moderate alliance, so they might have been betrayed and this was not an accident.
The cause of the blast was not immediately clear. Ahrar al-Sham said there had been a car bombing, while opposition activists initially reported that a suicide bomber had blown himself up at the meeting. Some have described the incident as a "gas attack".

:facepalm There wasn't any moderates rebels in Syria to begin with just because ISIS is way more brutal doesn't change the fact that the "moderate rebels" are to.
