When he's healhy but he missed plenty of games last season. He was the OKC's Thunder best player in the conference finals.

After the playoffs...yeah, he deserves that distinction.
It's really unpredictable going into next year though, there's really no way to tell considering how many up and coming players there are and how improvements in one or two skills can completely transform their game.
Seeing Blake refine his jumper so well this past year and become a legit MVP candidate...he could take his game to another level and reach Bron-KD level or maybe just a hair below. Anthony Davis too, he looks like a monster this summer, he's my pick to end the season top 3. And obviously guys like Westbrook, Curry, CP3 if he has a great year, Rose when he figures it out, etc.

Even if he was... it's still a massively retarded statement. Getting 2 or 3 blocks a game doesn't mean you have huge impact on the game. Ibaka isn't even a top 50 player.

He might become one this upcoming season. He'll definitely be in the discussion, I know that for sure. The top 2 players in the league are patently LeBron James and of course Kevin Durant. I still feel like Chris Paul is the 3rd best player. I also think Anthony Davis and Blake Griffin have a case over Westbrook too. Anthony Davis made a huge jump from his 1st season to his 2nd. He's an elite shot blocker, he's a good scorer, and can rebound very well. Same with Griffin except he's not as big of a shot blocker as Davis.
There isn't that big of a gap between those guys, though. At the end of the day, Westbrook is one of the elite NBA players and he does have a chance to be a top 3 player next season. I just don't think he is one at the moment.

I'll give you the year Westbrook was injured. But last season Ibaka only missed 2 games vs the spurs and it was OKC's road games. A MVP and a top 3 player should be enough
Take any MVP and 3rd best player of any year and they win the championship with the likes of Ibaka, Adams, Perkins etc...
If I take by MVP voting, some exemple :
- 2012 Lebron + CP3
- 2010 Lebron + Kobe
- 2008 Kobe + Garnett
- 2007 Dirk + Kobe
- 2003 Duncan + Kobe
