A little preface. I couldn't care less about PEDs, as I believe every or almost every current professional athlete uses some form of PED or another with HGH being the gold standard. I also believe professional athletes have been regularly and extensively using steroids and other PEDs since the 30s or so, when testosterone was synthesized. My favorite player ever (Lebron) is obviously using HGH and probably blood doping, so there's that. Regardless of the answers, MJ is GOAT in my mind and the 90s had exceptional talent.
That being said, with the 90s being arguably the apex of steroid use in baseball, and PEDs not really on the public's radar back then, is it possible (or likely) that the 90s NBA had a significant PED issue? Karl Malone and David Robinson come to mind. MJ too perhaps, given his larger, post-baseball physique while maintaining sick definition. I tend to think PEDs have been prevalent in the league since the early 90s, but just my opinion. Again, no agenda here (see above), but I am curious what the knowledgeable basketball minds of ISH think.
