technically yes, but with mao and hitler there were strong belief systems and 'cult of personality' involved. russians were probably always too crazy stubborn to go for stuff like that.

Hitler: His regime was not Secular. Last time I checked when swearing oath to the Nazi's the Supreme God was part of it. The Nazi belt buckles said God With Us. 90% of Germany by 1939 were still religious. 50% of his SS were openly Catholic. Not one of them were even threatened with excommunication. Only one ever was. Joseph Goebels, for marrying a Protestant. :facepalm
Stalin: Abused a system. For hundreds of years millions of Russians were told the Tzar was the bridge between heaven and earth. He was inflatable. Miracles happened 'Lysenko's Biology', secret harvests... He was a God. Same for Emperor Hirohito.
Franco/Mussolini: Lol, Catholic backing.

B) Nah, an ideology if wrong is liable to be scrutinized. It is wrong, it is immoral to preach that one man on this earth is infallible (even after admitting mistakes like they were wrong about Limbo, and thus the mental torture of millions of parents who believed their unbaptized dead children were there).
C) When they stop doing the same thing. Until 1964 anti-semitism was dogma. Gays, women (if Catholicism is a race so are they, and they still suffer because of the Catholic Church).

They were quasi-religious substitutes for religion, like socialism. It is no coincidence that these things emerged just as atheism had swept away popular religion - these ideologies simply filled the void left behind, and people always need an ideology to cling to.
It's why Albert Camus said something like 'Dostoevsky, not Marx, was the true prophet of the 20th century' - because Dostoevsky saw where Russian atheism and nihilism was leading most people, and he was completely right.

Hey, don't forget Pol Pot, Ho Chi Min, Kim's (N. Korea), and much more. The death tolls attributed to atheistic governments is in the hundreds millions in the last century.

N. Korea is thee most religious state in the world. You serious bro? The lil dude is a God.
Plus, even if you accept Min/Pol Pot as Atheist regimes, doesn't mean they killed in the name of it like religious dictators do.
Atheism has never been an official state 'religion', and until a state adopts the teachings of Spinoza, Lucretius, Paine, Jefferson, Einstein, Nietzsche (not Hitler's retardation of him) and so on there never will be.
