The rules on the salary cap say teams must spend 90% of the 55.6 million dollar cap or 50.04 million. If a team doesn't spend that the amount they are under is to split among the players on the team.
Right now the Sixers are currently around 31 million. So if they do have 15 players under contract they each get over an extra million plus.
