If you look at ballers per capita I'm sure Iceland is up there. Little countries like that will never compete ...sorry.

Look at Lithuania. They're probably the most basketball obsessed country on earth and they have a great infrastructure. Problem is...they only have 3 million folks in their entire country. They've had 10 NBA players in history (including Lithuanian players born under the USSR)
Less than half the population of NYC... Less than 1% of the population of America. And they're actually able to compete on an international level. Which is amazing. They have 9x the population of Iceland.

iceland is plenty successful in football. they're producing top players that are playing in the best leagues in the world and recently beat the dutch, one of the top teams in the world.

uruguay has 3 million people and have won world cups. football has far bigger participation worldwide than basketball as well

i think the biggest thing that makes it tough to compete in basketball isn't infrastructure but rather than importance of height
