It's an ironic statement based on Kobe's recruitment strategy with Dwight Howard, irony being that Rondo already has a title. One can interpret that Kobe and the Lakers don't have anything special to offer new free agents, only past glory and "making players into winners" whatever that means, more ironic cause the Lakers haven't won anything in 5 years, and haven't been close since 2011.
