It hurts it imo, even with a team where the tank is obvious I imagine that it can't be easy for the players to deal with losing on a regular basis and would create a great deal of tension. If you're a professional athlete that doesn't mind losing then it's time to find a new career.

Tanking only hurts if there's a player that feels he's wasting away a year of his career. Usually, that type of player gets traded for cap flexibility or draft picks.
