The Hawks for example. They have 1 ring, but it is in St Louis. Are Atlanta Hawk fans really proud of that ring that didn't even happen in their city?

They are still part of the franchise. Even the Thunder have a ring technically and it wasn't only a different city but a different name.

It's closest the Hawks will ever get to a championship so I'd hold on to that too.

The Lakers count their Minneapolis rings towards their total, so why shouldn't any other team?

Are Thunder fans proud of that ring? Seems like a stupid bragging right. Nobody at all in that city was a fan of the team when they won.
