Actually there is no "law" as you call it. Someone born outside of Greece to a Greek parent can apply for citizenship but it is not granted automatically. Read about it here.

Does greece still have national service? I remember when my cousin applied for his citizenship (his Dad is greek) he had to wait until after a certain age to avoid national service. It's a handy thing to have as you can use it to get work permits for other parts of europe as well.
