MJ did it without needing to run full speed - infact, he stops on a dime and spins back in traffic - this is a superior display of skill and athletic ability.
If you gave Westbrook 3 more inches, more power and smarts, and the ability needed to triple his dunk frequency (as the stats show (http://www.insidehoops.com/forum/showthread.php?t=352399)), you'd have Jordan.
Other than Jordan's vastly higher dunk frequency, MJ's advantages seem to be statistically reflected primarily in his considerably higher FG% - after all, Westbrook's per-100 possession production this season is only slightly less than peak Jordan's, but Westbrook shoots a whopping 10 percentage points less in FG%.
So imagine Westbrook doing everything he's doing now, but only bigger, stronger, smarter and the ability to shoot 10 percentage points better and dunk 3 times as often.. that's the GOAT.

Westbrook jumped forward to, with no acceleration of going up to the rim.
It's not as hard as you guys think.
Realize that Westbrook head was no where near the rim.
Dunking from the freethrow line is a challenge because you have to jump HIGH and FAR enough at the same time, where as layuping from the FT line requires you to only jump far enough.
I could have undoubtedly done this in high school.
