Not counting Alex Groza (banned for life after 2 years).

Who is it and what happened to them?

Yep. That's a shame. He was 27. The next year, Portland won the title.

Highest career avg or year?

You got recent guys like Jerry Stackhouse and Gilbert Arenas who were damn near 30 ppg for a season (or two for Arenas) who won't be in.

Without looking, I'm guessing guys like Lou Hudson, Mark Aguirre and Tom Chambers have some high career averages.

Career avg, 200 games min.

I wonder why Aquirre isn't in.

Just looked it up, John Drew and Glenn Robinson both have the highest career ppg avg not in the Hall.
20.7 career and peaked at 24.2 for Drew and 23.4 for Big Dog.

Right below him Chris Webber, Gilbert Arenas and World B. Free.

Highest single season is World B. Free at 30.2 And Charlie Scott from the ABA with 33.4.

That was Alex Groza. Dude average 22.5/10.7 on 47.4% from 49-51. That's pre shot clock with guys shooting under 40% era.
