Someone is going for a layup. As he gather the ball to do his 2 steps, I put my hand on the ball holding it down. In the end he cannot complete the layup because my hand was still holding it down when he was trying to lay it up. There's no contact with his hand whatsoever.

Is this a foul?

It's supposed to be a jump ball

Its a possible game suspension led by official investigation about team cheating bc said player is trying to deflate the ball.

Its a jump ball, but good luck getting this call anywhere. I swear refs at lower level leagues are so lazy, they just see your hand reaching in the general direction of another player and they'll blow the whistle before you even make contact with anything.

I only ask because some of my friends who plays competitively says it's a foul and I always thought it's play on. They said as a defender you cannot hold down the ball in that situation, you have to slap it in order for it not to be foul.

If the offensive player travels while the defensive player has his hand on the ball, it's a jumpball. Streetball we just call it a block/steal and play on unless someone cries about it.
