Can Thunder Surpass Portland?

Thunder is getting better while Portland is falling fast with injuries. If Thunder does surpass Portland, that would make them division champs. I have lost track of how seeding works, but would that make OKC the 4th seed?

At least they wouldn't have to play the 1 seed until the second round (or not at all if super lucky).
